What is the MAP
The Medida de Autoproteção (self-protection plan, MAP) is the set of procedures and equipment a building must have to prevent and respond to a fire. It's set out in Decree-Law 220/2008 and is mandatory for most uses: retail, food service, multi-family housing, industry.
The obligation falls on the building's owner or operator, not the local council or the fire service. A failed inspection or a change in how the space is used is usually the moment this becomes urgent.
